Popular tags are included in autocomplete suggestions. The server automatically marks the top 25% of tags as popular. Popularity can only be added, not removed.

Restricted tags are never shown as autocomplete suggestions (regardless of popularity) and decks that include these tags aren't recommended in home/explore.
